Job Description
JOB SUMMARY
To monitor and regulate the development and operation of oil refining and gas conversion facilities to ensure that they are designed, constructed, operated, and maintained in a safe, efficient and secure manner.
KEY DUTIES AND RESPONSIBILITIES
- Monitor and regulate the development and operations of oil refining & gas conversion facilities.
- Coordinate the review and advise on the plans and engineering designs of the oil refining & gas conversion facilities.
- Coordinate the preparation and review of submitted periodic progress reports for the oil refining & gas conversion facilities.
- Provide technical support in the review of the country’s legislation for the petroleum refining and gas conversion and the negotiation of agreements for oil refining and gas conversion projects.
- Supervise the development and implementation of operational policies, guidelines, procedures and manuals for refining and gas conversion activities.
- Coordinate the review and advise on codes and standards for oil refining and gas conversion facilities.
- Develop and implement the work plan and budget for the Department of Refining and Gas Processing.
- Undertake any other assignments as may be directed from time to time.
Basic Qualifications
- Master’s Degree in Refinery design and operation or Master’s in Chemical process design/engineering or Chemical Engineering or Refinery Engineering or any other relevant field.
- A Bachelor’s Degree (Hons) in Engineering or Physical Sciences.
- Membership to or registration with any of the following bodies/associations; African Refiners & Distributors Association (ARDA), International Association of Oil and Gas Producers (IOGP), Gas Processors Association (GPA), Society of Petroleum Engineers (SPE), the Uganda Institution of Professional Engineers (UIPE), Engineers Registration Board, Project Management Institute or their equivalent.
Experience
- Seven (7) years of relevant work experience, five (5) of which must have been in oil and gas processing design, development, or operations, and three (3) years should have been at supervisory level.
