Job Description

The Electoral Commission will be implementing a Biometric Voter Verification System (BVVS) during the elections for purposes of voter verification. The Biometric Voter Verification Kits (BVVK) are a critical component of the BWS and will be deployed at the polling stations across the country.

To effectively fulfil its mandate, the Commission is looking for competent persons with the required skill, attitude and qualifications to fill the under listed positions. The job advert can also be accessed on the Electoral Commission website: www.ec.or.ug.

Copies of academic certificates and National Identity Card, a comprehensive CV with 2 referees and day time telephone contact, and two pass port size photos should be attached to the application form

A short-list of candidates to appear for interviews will be pinned at the respective offices of the District Election Administrators/Returning Officers indicating the dates and venues for conducting interviews

BVVK OPERATOR MAIN ROLE AND SUPERVISION:

The Electoral Commission is hiring BWVK Operators over a total of 4 election rounds to support verification of voters during this period.

One BWK Operator shall be deployed per polling station under the direct supervision of the Presiding Officer, and working within policies and procedures of Electoral Commission. They are mainly responsible for operating the BVVKs, verification of voters and verification of ballots.

BVVK OPERATOR SPECIFIC DUTIES AND RESPONSIBILITIES:

1. Make sure that the designated polling station has received two BVVKs.

2. Ensure that both the BVVKs are fully charged and ready to be used at the polling station.

3. Make sure the BVVKs are securely stored when not in use and that unauthorized personnel do not have access to the kits.

4. Support the opening and closing activities of the polling station.

5. Verify voters.

6. Scan ballots before issuing the voters and before counting.

7. Scan Declaration of Results Form onto the BVVK before sealing into tamper-proof envelopes

8. Scan the Accountability of Ballot Papers form after polling

9. Comply with data integrity and security policies

TIMELINE

BVVK Operators will be engaged and deployed in the field as necessary based on the design of the 2025/2026 General Elections,

EXPECTED OUTPUTS AND DELIVERABLES:

Each BWVK Operator will be required to verify all the voters who turn up at the assigned polling station and verify the casted ballots as well.

REPORTING:

The BVVK Operator shall report to the Presiding Officer

QUALIFICATION, COMPETENCES, EXPERIENCE AND CONDITIONS

At least an advanced ‘A’ level certificate from a recognised institution.
Knowledge and experience of operating a smart device that runs android operating system is added advantage.
Must be a registered voter in the district of choice.
Must provide a mobile phone number registered in his or her names.

MODE OF APPLICATION

Envelopes should be clearly marked at the top with the words

“Application for the post of “Biometric Voter Verification Kit Operator.”
