The Electoral Commission, established under Article 60 of the Constitution of the Republic of Uganda and mandated to conduct public elections and referenda, invites applications from suitably qualified persons with proven integrity and initiative, results oriented, able to work in teams under minimum supervision, and excellent client care to fill vacant positions on Short-Term Contract Basis within its establishment.
To effectively fulfill its mandate, the Commission is looking for competent persons with the required skill, attitude and qualifications to fill the under listed positions The job advert can also be accessed on the Electoral Commission website:
Copies of academic certificates and National Identity Card, a comprehensive CV with 2 referees and day time telephone contact, and two pass-port size photos should be attached to the application form.
A short-list of candidates to appear for interviews will be pinned at the respective offices of the District Election Administrators/Returning Officers indicating the dates and venues for conducting interviews.

Job Description
Position Title: Biometric Voter Verification Kit Trainer (General Elections 2026)
Number of Positions : 1,050 (3 Persons per County)
Duty Stations: District Electoral Commission Offices
Reports to: District Returning Officer / Head of IT Department
1. Job Purpose
To train Biometric Voter Verification Kit (BVVK) operators and to provide technical IT support during polling days.
2. Key Duties and Responsibilities
1. Prepare the learning environment, set up necessary equipment, and ensure resources support learner needs.
2. Prepare and update training materials, such as presentations and user guides,
3. Conduct training sessions on Biometric Voter Verification System (BVVS).
4. Explain complex technical concepts in simple terms.
5. Provide one-on-one support to trainees during and after sessions to reinforce learning and answer questions.
6. Provide technical support and troubleshooting issues during training.
7. Instruct users on hardware, software, and system security practices
8. Assess student progress through tests and evaluations.
9. Monitor and evaluate the effectiveness of training programs.
10. Assess the effectiveness of the training program through feedback, tests, and performance metrics to aid the revision of the training program as needed.
11. Collect feedback from participants to make necessary improvements.
12. Maintain records of the completed training sessions, participant attendance, and issues encountered during training
13. Providing technical support for the Biometric Voter Verification System (BVVS) at polling stations.
14. Assisting in testing, training, and simulation exercises before polling day.
15. Provide technical support and troubleshooting issues during polling days
16. Documenting incidents and providing technical reports to supervisors.
17. Performing any other duties assigned by supervisors in relation to IT and election systems.
3. Qualifications and Experience
- Minimum of a Diploma from a recognized institution.
- Bachelor’s degree (Hons) or Diploma in Information Technology, Computer Science, Information systems, Software Engineering, Business Computing or related fields is added advantage.
- Knowledge and experience of operating a smart device that runs android operating system is added advantage.
- Experience in training or capacity building is desirable.
- Must be a registered voter in the district of choice.
- Knowledge of election technology systems such as BWVS will be an added advantage.

- Excellent communication and interpersonal skills.
- Ability to train and support non-technical staff effectively.
- High integrity and commitment to confidentiality.
- Willingness to work long and irregular hours, including nights and weekends.
5. Duration of Engagement
The deployment shall be for a period of three (3) months. The engagement shall cover the pre-election, election day, and post-election period, with exact timelines determined by the Electoral Commission.
Mode of application:
Typed applications with comprehensively CVs showing the applicant’s contact address with day time telephone numbers registered in the applicants’ names, addresses and day time telephone numbers of three referees, copies of certified academic transcripts and certificates plus a copy of National Identification Card should be addressed and hand-delivered to the respective District Election Administrator, not later than 21st November, 2025.
Envelopes should be clearly marked at the top with the words “Application for the post of “Biometric Voter Verification Kit Trainer.”
