Opportunity Bank in collaboration with Opportunity International now seek to recruit a creative, agile and result driven individual to fill the position of Monitoring & Evaluation Specialist.

Job purpose:

The M&E Specialist will monitor Re-Fin activities against the program’s theory of change to
improve the livelihoods of refugee and host communities through financial services, skills
development and market linkages. They will run standard survey tools, ensure data quality
control, and conduct project evaluations and data analysis.

Key Result Areas:

1. Monitoring and evaluation strategy implementation
 Develop and oversee the implementation of the Re-Fin program ME&L strategy in
Uganda, across multiple donor projects.

 Analyze data collected by Opportunity Community Support Agents (CSAs) and conduct
baseline and annual surveys for new cohorts of CSAs.
 Execute the ME&L work plan promptly, refining tool protocols and reporting against
progress on activities and timelines.
 Analyze data output from CSAs, external evaluators and project partners, and generate
key insights for program reporting, operations and implementation of adaptive
management strategies.
 Liaise with Re-Fin external learning partners contracted for specific third-party studies.

2. Data collection and presentation
 Work with Opportunity Ag Finance (Comcare) data management platform to develop and
implement data collection tools to capture Re-Fin data needed to execute ME&L strategy.
 Incorporate existing data into Comcare platform.
 Build capacity of the local team in the use of M&E tools.
 Train and support CSAs in data collection and survey protocol when utilizing CSAs for
research or studies.
 Conduct quality assurance on all data collected, ensuring it meets the criteria of
timeliness, accuracy, validity, reliability, integrity, and completeness in coordination with
the data management team.
 Use data to create effective reports, visuals and dashboards to show program impact.

3. Project activities
 Provide technical support, including developing logframe, identifying key indicators, and
creating M&E plans for specific projects or grants awarded in Uganda.
 Organize and facilitate progress review meetings with program teams to assess the status
of program activities, identify challenges, and recommend corrective actions.
 Develop and review documents or reports that capture learnings; integrate learnings into
program activities. Document best practice: lessons learned and evidence base
 Present Quarterly impact /dashboards as part of the of SM calls
 Be part of the dissemination of the Programme wide impact
 Design surveys, lead focus group discussions, key informant interviews, or other
monitoring tools specific to projects in Uganda.
 Draft reports, client stories, or other outputs around learnings on projects for donor
reporting for wider dissemination.
